Yes, we do have theory, but it is disorganized. My core argument in Prolegomena is that we need to integrate the diverse theoretical formulations that are around into one all-encompassing theory. I attempt to counter Reigeluth's view that values do not permit that and that values should drive sub-theory selection. The basic question becomes "Can there be one grand theory?"
